Ex Tennant in arrears

My ex tennant is 3 months in arrears and I have already contacted him with a chance to provide a payment plan. He has not done so, therefore I am now forced to take the next steps. He is a serving member of the armed forces and everybody I speak to suggests I contact his commanding officer. Is this the right way to proceed or shall I just take him to court as I would any other tennant? Any advice gratefully received.
