Who Foots The Bill ?

I have been renting my property though the same letting agent for over 10 years and have been very happy with the FULL MANAGEMENT SERVICE they have offered but I have a query regarding a repair bill that I feel has been caused by them not reporting
to me in their inspections, this has led to a quote for over £700 to put right.
The overflow to the outside of the house has been ineffective in taking water away from the wall and a large amount of moss has now grown up the wall the wall has become soaked and over a period of time the interior walls of the house have become saturated, now it is necessary for the kitchen cupboards to be removed and the soaking plaster has to be removed and replaced etc etc. I feel that if this had been detected during inspection the problem could have been resolved earlier. I would like to know whos responsibility this one is and should I make a complaint to the agent and the tennebt for faling to report it sooner. The builder I asked to take a look felt it would take at least 18 months for the moss to grow how it has.
FYI the same tenent has lived at the property for over 3 years.
