deposit scheme

Hi,

I have had tennants for 2 and half years now, they handed notice a month ago and left on the 1st march, leaving the house in a state and taking my white goods and all curtains with them, on trying to enter house on the day after they left, to make checks, i found that i could not enter property, my key no longer fitted, i could only summise they had changed the locks, on calling a locksmith and gaining entry to find that she had locked front door and left key in lock, shut and put chain on inner front door, and left property via french doors that i did not have a key to. At the moment i still have her £700 deposit and have said she will get most of it back if my curtains are returned clean, I have put all this in writing and sent recorded delivery, which she has as yet not taken delivery of, my problem is that i did not know about the goverment deposit scheme as it was the family home and i was approached about renting the property out, can you tell me how this affects me please.
