Halifax Buy to Let Mortgage

I have just had a couple of buy to let quotes from my mortgage provider The Halifax but the quote says that although the mortgage will not be regulated by the FSA - the independent watchdog that regulates financial services - we will provide you with the equivalent documentation to enable you to compare this mortgage with other mortgages from other lenders Is it a problem that the Halifax is not regulated by the FSA? It also says that this is not a legally binding product transfer & does not oblige Halifax to provide the mortgage described? Should I be concerned? Thanks Lynn
