unpaid service charges

7 years ago I bought 4 flats in a block of 6 flats off plan and having been renting them since. Part of the agreement is that I would not pay service charges and ground rent for 2 years from completion date.
5 years ago I starting paying ground rate as agreed. At this time I also contacted the service charge company at the time (Torbay management services) to arrange and start paying the service charge. Nothing materialised from them. I contacted them up to 7 times over a 2 year period as I was concerned I did not want to get hit with a big bill. Still no communication or invoice from them.

I now understand that TMS were taken over by Trinity Gate management company number two ltd. Not entirely sure when this happened. I have now received through Saxons Estate agents who are acting on their behalf an invoice for the arrears totalling £14, 646.00.

I was very honest and paid £3k off straight away. I have agreed to pay £1k per month until the remainder is cleared.

My question is: Am i legally obliged to pay this? Do I have to pay it? they are charging approx £720 per year per flat. Is that fair?
What can be done about this situation? I wanted to pay this early and regularly and now due to complete incompetence on their part (Saxons agreed that TMS were diabolical) I have to find £15k. Is that reasonable? Do I have to pay the arrears for TMS even though Trinity Gate management company have taken over?

Do i need to ask for any evidence of paperwork and costs before I start paying more? (a budget for year ending 2013 has been provided, but nothing for previous 5 years)
