Agency renewal fees

I am due to complete on the purchase of a buy to let flat and have agreed to take on the vendors current tenants.
The agents who are selling the property originally found the tenants for the vendor one year ago, the vendor has paid the agents the agreed annual percentage for doing so. The agency are now asking me for renewal fees for retaining the vendors tenants. Do they have a right to charge me?
