Right to rent

Wondered if someone could provide me with information on the right to rent legisaltion which is being brought in soon.  I've read that the goverment our first introducing it into a trial area.  Does anyone know what this area is and also when it is brought in UK wide what is expected of the landlord?  I let my property through an agent will they be responsible for the checking the tenants instead of me?  If they are and place someone who is ineligible who will get into trouble?
