Unfair council tax on empty properties

Don't know where to go from here really. New to this game. Bought a property to let and spent 6 months refurbishing a little and waiting for a tenant. The new laws on empty properties meant that my council (BANES) charges fully and so cost me over £700, and will cost me over a hundred a month each time I have a void. It is grossly unfair as a single person, or student, gets a 25% discount and yet an empty property which uses no services has to pay the full amount. When I wrote to the council one councillor totally agreed but said they had voted that way and that was that. I was passed on to 3 more councillors hoping to get a logical explanation and now they are just not answering me at all.
Shouldn't the Landlord Associations be up in arms over this unfair tax and is there anyone you think I should write to, maybe the local paper, to make them aware how unpopular this must be?
