The research found that:
Landlords considered the current Short Assured Tenancy (SAT) regime to work well with fundamental changes to the existing tenancy framework not required. Landlords believed that the focus should be on taking action against landlords who are not complying with the existing legislation.
The views of tenants were more varied. Shorter-term, transitional tenants tended to consider that the SAT regime worked reasonably well offering them important flexibility. However, lack of security was of concern to some tenants, particularly those who felt they had few other available options for accessing alternative accommodation.
The current arrangements for issuing SATs and tenancy documents was viewed as lengthy and complicated by both tenants and some landlords, particularly smaller landlords.
Many longer term tenants, and particularly those at the bottom end of the market, tended to focus more on problems with property condition and getting repairs carried out. Other considerations, such as concerns about lack of security, were often secondary. Tenants described feeling powerless to ‘take on’ their landlords and tackle issues associated with poor condition or other breaches of tenancy legislation or regulation. They did not feel that alterations to the tenancy regime would change this.
